Speed while towing ?

I have 2015 LTZ with tow package.I have a camper that weighs  about 3000 pounds.What is safest speed to to go with out killing the engine and tranny?If I go over 60,I can hear the engine straining so I go less then that.Is it normal for it to strain at a certain speed?Also when I bought the SUV it had a  wire connector in the storage compartment.Any one know what it is for and do I need it for anything ?Thanks .

Even if it is doable, you might get a ticket since you're speeding over 60mph while hauling.
